Patchogue Village Code Officers May No Longer Carry Firearms as of June 1, 2008
Patchogue Village currently has about Thirteen Code Officers. Their primary function is enforcing Village Codes. Their secondary, but equally important function is to patrol our streets at night, and look for activity that looks suspicious.

The original agreement, signed with Suffolk County, which precluded Patchogue Village from having its own Police Force, was signed to prevent the County from loosing money that they had to lay out for the Suffolk County Police Infrastructure. Unfortunately this agreement, that was thought to be a good Idea at the time, eventually caused monetary problems for our village.

The lack of authorization to foster Peace Officers has caused the Patchogue Village Government's Insurance Rates, to increase to an unbearable figure. Our village officials had no other choice, but to discontinue the carrying of firearms by our Code Officers.

Mayor Paul Pontieri believes that our code can be just as effective without the firearms, because they still carry other equipment that can be used in an emergency situation. Our code officers also carry radio equipment, that transmits directly to the Police Department.

Mayor Pontieri believes that "with or without the Gun, the Code Officers should never confront a "bad guy" on the street." I agree with that, but my personal experience on the streets of Patchogue has shown that the "Bad Situations will find you, just because you are in uniform."

We have seen what can happen without our Code Officers! Now we must observe the consequences of disarming our Code Officers. Our Village can turn into an unacceptable place to live, at the speed of light.

If the act of removing the Firearms from our Public Safety Officers turns out to be a problem, we will then be forced to call upon the Suffolk County Government for a solution.

More Anonymous Letters!
The Maple Avenue Neighborhood Watch is not the only organization to receive variations of the letter that is printed below.
I have been told that, many letters, similar to the “Comment” printed below, have been sent to various levels of Local and County Government. We are obviously dealing with an entity that will benefit from weakening the framework of our Patchogue Village, Department of Public Safety!

It is obvious to me that the “Entity” who is disseminating these letters, is not one who deals with police issues on a daily basis, because he had to contact an official agency, to find out if our village did indeed have the authorization to foster a Constabulary.

The act of injecting written or verbal statements, that may or may not be true, is a technique, used by the Judicial Community, called “Throwing a Skunk into the Jury Box.” Once the statement is “Out There,” it is impossible to remove its effect! It is a way of manipulating opinion; and most People, “do not have a clue” that they are being manipulated!

Some people will stop at nothing!

"Anonymous" Comment about our Village Public Safety (Code Officers)

One problem, according to the New York State Division of Criminal Justice Services, Patchogue does not have a Constabulary. They have not had any of the required training except for the Basic Course for Peace Officers. They don't even receive annual firearms training. The state also has 84+ hours of required additional training for Peace Officers to perform traffic stops. Let's call them what they are, Security Guards. There is nothing wrong with the title "Security Guard". Leave the police details to those who are properly trained.

Rebuttal Commentary:

So "What's in a Title?" Can you remove the value of Gold by calling it Fodder? If we called our Patchogue Village Code Officers "Scum Sucking Maggots," they would still retain the value of Gold!

In actuality the Village Public Safety Officers were functioning as Constables for some period of time. The word Constable was painted across their cars. I guess I call them Constables by force of habit! Their status as constables was rescinded by Suffolk County because of an agreement, that was signed decades ago, forever relinquishing Patchogue's right to have a Police Force. Patchogue Village chose not to fight the issue in court, which would have challenged the validity of the original Law. Patchogue Village did not want a Police Force!

I have been told that, Patchogue Village would not hire a Public Safety Officer, unless they have Law Enforcement Training. This voluntary prerequisite, is a moot point, because the Public Safety Officers do not do Vehicle and Traffic Stops, and do not have the power to make an arrest. In the event of a Crime, the Police Department is called.

The bottom line is that we, the residents of Patchogue Village only care about one thing; our quality of life. The members of this Neighborhood Watch Group have a reputation for Activism in defending our right to have a reasonable Quality of Life. In 1994, a "Poor Quality of Life," resulted in a storm of Political Protest.

I wouldn't expect to see our Village Code Officers, "Go Away any time Soon!" Our Officers, by addressing Code Issues, prevent "Our Village" from becoming a slum. They also patrol our village, at night, when we are asleep. I do feel good about that! History has shown that they are vital to the operation of Patchogue Village!

Contrary to what is going on in the "Political Arena" today, Gold cannot be transformed into Fodder, by vocalization.

Mastic Beach Residents use Patchogue as a Model
Residents of Mastic Beach are considering Incorporating as a village, in an attempt to remedy some of the problems in their town.

Slum Lords, Absentee Landlords, Section Eight, and Social Services have prompted the Mastic Beach Residents to consider their options.

The exciting part of the Suffolk Life Article (Link below) is that Patchogue Village was used as an example to illustrate that Incorporated Villages do indeed create a better quality of life, via self rule!

Patchogue Village and Vacant Stores:

Like many small municipalities, we are also plagued with too many vacant stores in our village. The question that arises is why has the "Vacant Store Disease," been allowed to proliferate.

I spoke to a merchant in our village and asked him, "how much rent are the merchants in Patchogue Village paying every month." I was amazed to find out that "the bottom line" for store rental in our village is Three Thousand Dollars per month! The high end for Store Rental is generally Six Thousand Dollars per month!

What does this minimum rental fee mean to me? Disregarding initial monetary investment and break even time, let me consider the operation of a "fictitious Business," an Espresso Bar!

Applying the general one third profit rule; how many customers would I have to serve in order to just break even? Assuming that the average customer spends about three Dollars for Espresso, I would have to sell Coffee to three thousand customers. Assuming a 24 day work month, I would need One Hundred and Twenty Five customers per day, every day, just to break even. Selling Espresso, with a rent of Three Thousand Dollars, per month, would be very difficult!

Our Village Government is responsible to act on issues that benefit our entire population. What if our village, purchased some of the vacant stores in Patchogue, under the direction of a committee of local merchants. The stores would be renovated and then rented under the direct control of our Local Merchant Committee. The Committee would make sure that the village owned stores, were rented to businesses that would complement our existing commerce infrastructure. The intent would be to make our Village a more interesting place to visit.

One Village Owned Store, could be broken up into four smaller rooms or areas which could be rented to people who sell specific craft items.

Another store could be broken up into two or three desk areas or Offices, that could be rented to three separate businesses. A Contractor, Accountant, and Entertainment Agency, could occupy the same office, with a shared Conference Room, and common Reception Area. Many small businesses only require a desk and a few file cabinets to function. I have seen this concept work in Las Vegas, and it would be a good idea to consider the possibility of adopting this concept for our village.

A third store could be rented to a Doctor or Dentist.

The Customer Base, generated by these new businesses would have the effect of helping our existing businesses, and also create an environment that could result in the remaining vacant stores being rented.
